Cowbridge prepares for 12 April easing of restrictions

Plans to ease Coronavirus restrictions in Cowbridge, and the rest of Wales, by May have been announced by the Government.

As long as rates remain low, people will be allowed to bubble together from 10 May and trials for large outdoor events of between 200 and 1,000 people are also being planned with a possibility of some of those events taking place this month.

From 26 April, bars, cafés and restaurants can open for outdoor hospitality. A decision will be made after 17 May about venues being able to re-open inside but it is hoped they will be allowed to re-open by the bank holiday at the end of May.

Staff at 1 Town Hall Square were expecting the update and are glad to have a date to work towards.

"In anticipation of things we've been giving our courtyard a big spring clean and also plan to install a brand new retractable roof over it, allowing the space to become 'all-weather'," they said.

"Thankfully there's plenty of notice, which is the one thing we were concerned might not have been the case.

"We'd already committed to building up beer stock over the next few weeks in anticipation of a likely reopening and this announcement is really helpful in giving us more certainty.

"The courtyard will be open from 2pm daily once we can reopen, with all of the rules and social distancing in place.

"No bookings, no apps, (and sadly no darts either, for now) everything will be just the same as before; table service via our doorbell system.

"We really can't wait to welcome everyone back for a crisp cold pint."

Outdoor activities for up to 30 people and gyms and leisure centres can re-open for individual or one-to-one training but not exercise classes by early May.

From 12 April, all pupils will return to in-person teaching, all remaining shops can re-open and close contact services, like beauty treatments, can resume. This also applies to mobile services. All non-essential retail shops can reopen from the same date.

Also from 12 April viewings at wedding venues can begin again by appointment and outdoor canvassing for the Senedd and police and crime commissioner elections can begin.

A ban on travel into Wales from outside the country will be lifted but the ban on international travel remains with travel only permitted into and out of Wales from other UK nations as well as the Channel Islands, Isle of Man, and the Republic of Ireland.

The Government also announced that a small number of outdoor pilot events of between 200 and 1,000 people are being planned, which will build on the test events held last September.

They will include cultural and sports events across Wales, including a potential stadium event.

The Welsh Government is working with the Muslim Council to consider how they can also incorporate events to help people celebrate Eid at the end of Ramadan.

All the upcoming changes by date

From 12 April:

  • Schools can fully re-open to all pupils following the Easter break while all post-16 learners will return to further education and training centres and university campuses will be able to open for blended face-to-face and online learning for all students
  • All remaining non-essential shops can re-open
  • Close contact services like massage therapists and tattooists can open again and this includes mobile services
  • Travel into and out of Wales from the United Kingdom and Common Travel area (the Channel Islands, the Isle of Man, and the Republic of Ireland) is once again permitted but travel to any other country requires a reasonable excuse, such as work or compassionate grounds
  • Viewings at wedding venues can resume by appointment
  • Outdoor canvassing for elections can begin
  • Driving lessons can resume

From 26 April:

  • Outdoor attractions, including funfairs and theme parks, would be allowed to re-open
  • Hospitality can resume outdoor service including at cafes, pubs, and restaurants but indoor hospitality will remain restricted

From 3 May:

  • Organised outdoor activities for up to 30 people can take place
  • Wedding receptions can take place outdoors but will also be limited to 30 people

From 10 May:

  • Gyms, leisure centres, and fitness facilities can re-open. This will include individual or one-to-one training but not exercise classes
  • Extended households will again allow two households to meet and have contact indoors

The next review will take place on 13 May led by the next Welsh Government but "preparations will be made to allow the following relaxations to be considered".

From 17 May:

  • Wales would enter alert level three
  • children's indoor activities would be able to resume
  • community centres would be able to re-open
  • organised indoor activities for adults, including exercise classes, would be allowed to resume limited to a maximum of 15 people

After 17 May consideration will be given to enabling indoor hospitality and remaining visitor accommodation to re-open "in advance of" the spring bank holiday on 31 May.

All changes remain subject to public health conditions continuing to remain favourable.
