Local Cowbridge stables applies to build dog breeding kennels

Tim Vaughan Racing has entered a planning application to build dog breeding kennels at its Pant Wilkin Stables site.

The application includes an almost 600m² building with dedicated areas for socialisation, exercise, feed and equipment storage rooms, and an adjoining AstroTurf exercise area.

This building would house 36 breeding bitches and require four staff, who would use the Stable Yard's staff facilities and parking areas.

"The applicant now wishes to further diversify his enterprise by adding a commercial Dog Breeding enterprise on an existing level site adjacent to his dwelling currently used for sundry storage of equipment and materials," reads the application.

"The development includes a purpose-built building with adjoining Astro turf dog exercise area. Potential customers would access the site via the recently approved access for Pant Wilkin Stables off the A48.

"The applicant has taking advice from a dog breeding specialist, and they have recently purchased some bitches to commence their enterprise."

The site adjoins the applicants house and is some 135 m from Pant Wilkin farmhouse which they do not control. The working Stables stand between that house and the proposed kennels.

The application states that this is the best site for the purpose "in terms of minimising landscape impact, good access, not conflicting with the stable yard activities, protecting the amenities of neighbours and ensuring good security of the site and building."

Currently the outcome of the application has not been decided, as the Vale of Glamorgan Council is awaiting consultation responses.

Welsh Water noted that there is no public sewerage system in this area, so any new development will require the provision of satisfactory alternative facilities for sewage disposal.

The Highways authority had no objections to the proposal, as "there is sufficient turning and parking area within the site, therefore it would not have a material impact along the adjacent highway."

However, the Public Rights of Way officer objected to the plans, as two rights of way would be affected by the proposal.

"Footpath No.32 will be obstructed by the new barn. The applicant should contact the Public Rights of Way Officer to discuss their proposals further," they wrote.

"A legal diversion or stopping-up order must be obtained, confirmed and implemented prior to any development affecting the Public Rights of Way taking place.

"Public Rights of Way Nos.30 and 32 must be kept open and available for safe use by the public at all times.

"No barriers, structures or any other obstructions should be placed across the legal alignment of the footpaths."

Cadw, the Welsh Government's historic environment service, considered the application inadequately documented and recommended that additional information is required for a balanced decision.

"In the agent for this application's opinion, there will not be any impact on the setting of the scheduled monuments, but no evidence that this is the case is provided in the application," read the response.

"In our opinion, the agent has not fully understood what constitutes the setting of a historic asset, which is the way it is experienced, understood and appreciated, and therefore failed to consider how, not only the visual impact of the proposed building, but also the additional noise caused by dogs in it and exercising outside it, will have an adverse impact on the setting of the scheduled monuments."
