Vale Council examines bids to refurbish Cowbridge's Longmeadow Court

The Vale of Glamorgan Council is examining bids to refurbish the exterior of Longmeadow Court.

The facility is made up of 24 flats, with on-site management staff to take care of residents.

The sheltered housing scheme is set to be improved with new roof coverings, new fascias, soffits, gutters and drainpipes, uPVC windows and doors, installation of external wall insulation, replacement of wall ties and removal of cavity wall insulation including the construction of a new porch.

Installing external wall insulation is a preferred solution to help improve thermal efficiency and eradicate building defects which promote condensation or damp.

An invitation to tender was published by the Vale Council's Housing Development & Investment Team through Sell2Wales, seeking to appoint the contractor offering best value for money.

There were eighteen expressions of interest with four tenders received by the closing date of 15 April 2021.

Three bids were discussed by cabinet in Part II of yesterday's meeting, from which the press and public are excluded.

The report states that "the successful contractor will be appointed following a two-stage assessment, with stage one being a Pre-Qualification Questionnaire (PQQ) and the second stage being awarded on 'Value for Money' (Price and Quality).

"Three of the four contractors passed the PQQ process: all scoring above 87. Three contractors were then assessed on stage two of the process, where scores were based on 60% for price and 40% for quality."
